Ease of doing business reforms
India aspires to become Viksit Bharat, a developed economy, by 2047. At least eight states have set billion-to-trillion-dollar economic targets over the next two decades. Achieving these goals requires creating eight million jobs annually, increasing manufacturing’s share in GDP, and integrating Indian businesses into global value chains. This moment offers an opportunity to expand the economy by encouraging large-scale manufacturing and services.
However, current regulations often impede business growth. Reforms with the transformative potential of the 1991 liberalisation are needed, particularly in areas under state and concurrent jurisdictions. Since 2016, the Government of India has published an annual Business Reform Action Plan for states, listing over 300 reforms. While 62% focus on digitisation and 35% on streamlining systems and processes, limited emphasis has been placed on revising standards, instituting safeguards, or removing growth barriers.
